RB doesn't state those numbers, they use their "*" indicating system. Here is their explanationion on the web site:

How much RPM and HP?

We have many request of how much rpm or HP our engines make and all we can tell you is that since there is no industrial device for measuring these engines we have decided not to publish these figures since we think that most of the figures published are not always very realistic, so we prefer not to just put on paper some HP or rpm.

Now for some of the persons who ask they are jus curious, so we will try to explain a little:
The rpm which can come out of these kind of engines depends very much on the type of engine and the gear-ratio you are using, the shorter the gear-ratio, the more rpm you can get out of the engine. Since there is no way to limit the engine's rpm the only way to see if you have gone too far is the rupture of a conrod or seizing of the piston or other moving part, once this has happened it is too late... The top rpm's we have measured on a .21 circuit engine are around 43.000 rpm this in the car with the body so in racing conditions, now this means that if you hold the car in the air and let the engine rev freely the rpm can go higher then this with the possible dangers of passing the physical limits of lubrification or material stress.
The HP is a figure but it does not mention the torque available and the drivability, so also here is a factor we can measure but there is no industrial device for this. Also lots of HP does not mean drivable for us. There are engines available with much HP and when this power comes in like you turn a switch it is indeed spectacular but not very efficient and sometimes very difficult to drive.

That's why we try to indicate with our * system what is the power between our engines and not to compare to much with what are the written down figures published by others which we find not always very realistic.
