ok I'm at a loss ?? I have a RB S7 and C6 and they are by far the best engines I have ever run and are great to tune and they hold a tune very well
But I got a RB728 and have had nothing but trouble with it first it was set up for a roto start but got rid of the monster truck and was going to try it in my truggy, was thinking that some of the issues may have been the roto start backing plate leaking so I put the turbo button on and the bump start backing plate and it's still a tuning nightmare, I run 30% in it but put a shim in it, I can get it to run a good tank once in awhile but then the next tank it will run horrible, will run then stall not ideal well just all around not run well, where should I start with needle settings and should I run a carb restrictor it came with none and was thinking of adding one, any help would be great hope to get it to run as well as my other RB's

- What pipe/manifold combination are you using on the TM728?
- The fuel you use is the same as your other engines?
- How much compression is there when the engine is warm?
- Is there a lot of variation with the tune while running a complete tank?

The carb restrictors will not make your tuning better, however what you could also try is go back the the normal glowplug button and try the carburetor of your S7 and see if the engine still is as difficult.
