Why?, its already there and if you purchase the rotostart compatible rear-cover you just need to mount it as it is supplied.

Am trying to fit the rear cover onto a pull start crank I grounded off metal for the one bearing for it. Now I need to drill this hole for it to fit.

If you are trying to fit part#01900-123(Rear Cover complete TM728/TM928 Rotostart Compatible) on the TM728, then you do not need to modify anything.
On the flange(where is the one-way bearing) however there are 2 different sizes of slots, you must use the largest one.

Rody I cut the crank to make it a non pullstart crank now I need to drill this hole to use the cover to make it a pullstart engine again.

Then you need to drill a hole of 2.6x9.8mm, however in my point of view if you do this by hand then it will not be very precise and if you do not align the hole exactly in the center of the big-end then things might not turn round anymore.

Anyway, you do this at your own risk, it is something I cannot advice you or others to do.

Expensive mistake, You will need to buy another crank. One for pull start, and one for non-pull start
