Is the same true with the .28 engines as the .21's, in that an extra head shim is recommended for 30% but in actuality people get away without it?

Yes, this is possible but safer to add an extra shim.

I don't suppose that the Novarossi .28 uses head shims that are the corect size? (All I have here, no time to order a shim.)

Try to see if it fits, what is important is the thickness and that of course it does not leak.
