I've put about 700-800cc's through my new RB and all is going well except that the RPM's don't always drop down after I come off the throttle. The LSN is definately not too lean as it spits out raw fuel @ idle a big puff of smoke on take-off, even at 1/4 throttle.
I sealed the engine so there shouldn't be an air leak unless it's coming through the roto start backplate bushing. The roto-start shaft that comes with the backplate was so tight that I had to heat cycle the backplate before I could even spin it by hand.
Is this simply due to the extremely high compression when new or could I have an issue?

Just to clarify, when I say the shaft was tight, I mean with the backplate removed I could not spin the shaft in the backplate. I did finally work it free using a hairdryer and lubricant.

What you encounter is a carburetor setting issue.
If your rpm does not drop when you are closing the throttle then in general your idle needle is set too rich and the airgap of the slide in closed posisiton too big and you need to adjust this.
